FY2020 Appropriations Recommendations (House)

Summary: On April 9, 2019, PAEA submitted testimony to the House Appropriations Subcommittee on Labor, Health and Human Services, Education, and Related Agencies detailing how federal investment in Title VII health workforce programs that support PA education ultimately strengthens the national response to the opioid crisis and improves patient access to care in rural and underserved areas.

Based on the evidence presented, PAEA requested $690 million in FY2020 for Title VII health workforce and Title VIII nursing workforce programs, which would fund, among other priorities:

  • The Substance Use Disorder Workforce Loan Repayment program authorized in the SUPPORT for Patients and Communities Act at a level of $25 million,
  • Scholarships for Disadvantaged Students, the Health Careers Opportunity Program, and the National Health Service Corps Substance Use Disorder Workforce Loan Repayment Program
  • The Rural and Underserved PA Workforce Demonstration proposed in H.R. 1686, and
  • The Primary Care Training and Enhancement (PCTE) program with a 15% allocation requirement for PA education.
